On the contrary

I have a lv. 100 serpior, with max evs,(don't know about ivs but not important right now.) with a pretty devastó get move set. Yet my lv72 Sceptile accomplishes the same of destruction, and all in all Oshawtt is a significantly better starkly.

Oh, tis true that Serperior with Overgrow is pretty bad; but Contrary Serperior is a whole other story.
