Ability two: increase life by 33/33/33 (passive)
Ability three: summons two ninjas with low/increased/greatest health and attack to block enemies(65/55/45)
Ability four: throws eight shurikens that deal 20\40\60 damage each (30)
Activated ability: jumps around the map, dealing 500 damage to the 3/4/5 most powerful enemies, with a 10/15/20% chance of slaying (80/70/60)

Appearance: dresses like a ninja, wearing black and with eyes showing
Quotes: Like a whisper (the quote from rangers hideout, suggesting that he may have some connection to them)
I do not fear death
You have no idea how beautiful the darkness is
Sweet dreams
You can't hold the darkness

As for the hero,
First, it could do with some organization.
For example, I list health like this:
HP: 100 (+10) [190]
Where the base HP is first, the gain per level in parentheses, and the L10 HP in brackets.
And speaking of HP, your numbers are weird. The hero starts at 430 HP, and then goes down to 360? Also, the gain per level doesn't add up.

As for abilities, you need to add names and cooldowns, else we can't tell what's OP and not OP. (Hint: #4 is pretty OP, 800 damage in one shot?)

Made a mistake on the health, sorry, its fixed now

The HP was hard to decide and I had to change midway so it wasn't too OP, as for cooldowns I am still deciding, and it can always be edited, the for feedback ☺

He's pretty good, though I can't say that to easily, because, like Aeris said, I don't know his skill cooldowns. Though I'm pretty sure that those last two abilities will be OP no matter what.
