I'm not doing this competition, but how do you make a contest in the first place

You can make a contest by coming up with an
original idea that everyone can participate in,
then make rules and guidelines for it,
and then post a thread discussing it.Ask people
to send their entries by PM to you.And then,on
a set time that everyone knows,you post a voting
thread.Entries are now posted in the voting thread
and then everyone votes once on what they think
is the best entry.Simple,really.
